Bill overview
This bill, known as the Regulations Endanger Democracy Act, requires federal agencies to repeal or amend at least two existing rules before issuing or modifying a new rule that creates a financial or administrative burden on businesses or the public. Agencies must demonstrate that the cost of the new rule is no more than the cost of the rules they repealed or amended, and they must consider factors like whether the original rule achieved its purpose and whether the new rule overlaps with existing ones. The bill also mandates agencies to publicly disclose their planned regulatory actions in the Unified Agenda.
