The SWAMP Act aims to allow federal agencies to relocate their headquarters outside of the Washington, D.C. area. It repeals a longstanding requirement that agencies maintain their headquarters in the District of Columbia and its surrounding counties. The General Services Administration (GSA) will establish a process for agencies to request relocation, allowing states to compete for the opportunity to host the agency’s headquarters, considering economic impact, relevant expertise, and national security concerns. The Act also prohibits new construction or major renovations to existing headquarters locations within the Washington metropolitan area after enactment.
