This bill aims to create a ‘safe to report’ policy for members of the Armed Forces, cadets, and midshipmen regarding allegations of sexual assault. The policy allows victims to report assaults without fear of punishment for minor offenses committed around the time of the assault or discovered during the investigation. These minor offenses, such as alcohol misuse or consensual behavior, would not be considered when determining disciplinary action, unless they significantly worsened the situation. The Department of Defense will establish regulations to define these offenses and circumstances.
