Bill overview
The CONNECT at Home Act establishes a temporary moratorium on telephone and internet service disconnections by providers during and for 180 days after a declared national emergency related to COVID-19. If a provider disconnected service during the emergency, they must reinstate it upon enactment. Violations could result in a forfeiture penalty, with the funds used to assist low-income individuals lacking broadband access. The bill also allows states to take legal action to enforce the moratorium and recover damages for affected customers.
