Bill overview
This bill, the State Flexibility for Family First Transitions Act, allows states currently participating in a child welfare demonstration project scheduled to end in 2019 to request an extension of up to two years. To receive an extension, states must submit a plan to the Department of Health and Human Services outlining how they will transition to comply with requirements from the Bipartisan Budget Act of 2018 related to childcare, foster care, and residential treatment programs by September 30, 2021. The bill also addresses how counties participating in these projects will manage the transition.
