This bill establishes the Achieving Racial and Ethnic Equity in Disaster Response, Recovery, and Resilience Act of 2020, creating an Office of Equal Rights and Community Inclusion (OERCI) within FEMA. OERCI’s primary goal is to improve disaster assistance and reduce disparities experienced by underserved communities, which are defined broadly to include Native American, African-American, Hispanic, Pacific Islander, Middle Eastern and North African, and rural communities. The office will award grants, coordinate with various government agencies, and regularly consult with impacted communities to evaluate and address inequities in disaster preparedness and response.
