Bill overview
The Regulatory Accountability Act aims to improve how federal agencies create rules. It requires agencies to carefully consider whether a rule is necessary, if existing laws could address the issue, and to explore reasonable alternatives before proposing a new rule. For major or high-impact rules, agencies must solicit public input, consider alternative approaches, and publish a framework for measuring the rule’s effectiveness. The bill also revises judicial review of agency actions and establishes requirements for guidance issued by agencies.
