This bill, the Securing Healthcare and Response Equipment Act of 2020 (SHARE Act), allows the Department of Homeland Security to transfer personal protective equipment and medically necessary equipment to the Department of Health and Human Services (HHS) during a declared public health emergency. The transfer must be requested by HHS and reimbursed to the Department of Homeland Security. The bill also requires the Department of Homeland Security to maintain an inventory of this equipment and make it available to Congress for transparency. Finally, it mandates that HHS determine if the equipment is readily available elsewhere before requesting a transfer.
