Bill overview
The Government Shutdown Accountability Act aims to prevent and manage government shutdowns by establishing procedures and consequences. It designates certain Federal Employee Health Benefits Program (FEHBP) services as excepted services during shutdowns, allowing furloughed federal employees to seek outside employment, and limits official travel expenditures. The bill also restricts congressional recesses and the consideration of non-appropriation related legislation during a shutdown, with a limited waiver option. Finally, it places restrictions on the use of campaign funds for official travel during a government shutdown.
