The Stop Improper Federal Bonuses Act limits the ability of federal agencies to award bonuses to employees. Specifically, it prohibits an agency from awarding a bonus to an employee for five years after a negative finding is made regarding their conduct, such as a violation of agency policy or a law carrying a potential prison sentence. If a bonus is awarded after the bill’s enactment and an adverse finding is later made, the employee must repay the bonus, with the agency allowing a repayment plan and requiring a certification of repayment. Employees can appeal decisions related to bonus eligibility to the Merit Systems Protection Board.
