The DONATE Act allows Executive departments, such as the Department of Agriculture or the Department of Veterans Affairs, to accept conditional gifts from U.S. citizens. These gifts can be made in cash and come with specific instructions on how the money should be used. However, the department cannot accept a gift that would require spending more money than the gift itself without Congressional approval, and any unspent funds must be transferred to the Treasury for deficit reduction. The Government Accountability Office will also report on how departments manage and utilize these funds.
