This bill, the Encouraging Innovative Benefit Design to Lower Costs for Seniors Act, aims to increase competition and potentially lower prescription drug costs for Medicare Part D beneficiaries. It allows prescription drug plan sponsors to offer up to four plans (or more, as determined by the Secretary) in each region where they operate. To be eligible to offer additional plans, sponsors must ensure that at least one plan doesn't receive remuneration from pharmacy benefit managers unless price reductions from drug manufacturers are passed on to patients through lower cost-sharing.
