Bill overview
The Helping Overcome Trauma for Children Alone in Rear Seats Act of 2019, also known as the HOT CARS Act, requires the Department of Transportation to create a rule mandating that all new passenger vehicles weighing less than 10,000 pounds be equipped with a system to alert drivers to check the back seats after the engine is turned off. This system must include auditory, visual, and potentially haptic alerts. The bill also directs the DOT to study ways to retrofit existing vehicles with similar safety features and requires states to educate the public about the dangers of leaving children in vehicles.
