This bill allows states to temporarily move money from their clean water funds to their drinking water funds to address lead contamination in drinking water systems. It recognizes that some states lack sufficient resources in their drinking water funds to effectively tackle this public health issue. The transfer is limited to a maximum of 5% of the state’s clean water revolving fund federal grant dollars and must be done in consultation with the EPA.
