The State Transportation Flexibility Act allows states to opt out of the federal-aid highway program and receive a prorated share of Highway Trust Fund taxes. States that choose to opt out must agree to use these funds exclusively for eligible transportation projects and maintain current Interstate System funding. The bill also establishes a parallel alternative funding program for public transportation, allowing states to receive funds from the Mass Transit Account and maintain flexibility in how those funds are spent. This legislation aims to give states greater control over transportation funding decisions.
