Bill overview
This bill, the Second Lieutenant Richard W. Collins III Memorial Act, expands benefits for the families of graduates of Reserve Officers’ Training Corps (ROTC) who die before beginning their military service. Specifically, it ensures that these families receive the death gratuity and casualty assistance typically provided to military families, and it automatically extends Servicemembers’ Group Life Insurance (SGLI) to ROTC graduates who haven’t been assigned to a first duty. The changes take effect on May 1, 2017.
