Bill overview
The BUILD for Veterans Act of 2019 aims to improve the construction and leasing of medical facilities for the Department of Veterans Affairs. It restricts funding for major leases unless approved by both Senate and House Veterans Affairs Committees, clarifies the definition of a ‘major medical facility lease,’ and enhances the authority of VA medical centers to lease property for supportive housing and direct services for veterans. The bill also establishes staffing requirements for facility planning, mandates a climate resilience review of VA facilities, and assesses infrastructure needs for the Electronic Health Record Modernization initiative.
