Bill overview
The Unemployment Insurance Systems Modernization Act of 2020 aims to improve the efficiency and integrity of state unemployment systems. It mandates that states’ systems be able to handle significant surges in claims, adjust benefit levels and disregards, and process disaster assistance and other specialized claims. The bill also requires states to utilize electronic data transmission systems, cross-match claimants against new hire databases to detect fraud, and establish penalties for employers who fail to comply with reporting requirements. Finally, it allows the Secretary of Labor to assess state performance and provide incentives for improvement.
