This resolution changes the rules governing how House committees handle witnesses. Currently, the committee chair has the option to administer an oath. This bill requires the chair to administer a specific oath – ‘Do you solemnly swear or affirm that the testimony that you are about to give is the truth, the whole truth, and nothing but the truth, so help you God?’ – to every witness before the committee.
