Bill overview
The Enhancing the Strength and Capacity of America’s Primary Evacuation Routes Act, or ESCAPE Act, directs the Department of Transportation (DOT) to establish a grant program to strengthen and protect mass evacuation routes. This program will provide funding for resilience projects that address vulnerabilities in evacuation routes caused by future emergencies or changing conditions. The DOT will also establish criteria for identifying these routes and consult with FEMA to provide technical assistance to applicants. Ultimately, the bill aims to improve the safety and efficiency of evacuation efforts during emergencies.
