The Humane Cosmetics Act of 2021 prohibits animal testing for cosmetics and the sale of cosmetics developed using such testing, starting one year after the bill’s enactment. It establishes exceptions for testing conducted outside the U.S. to comply with foreign regulations, for specific safety concerns, or for drugs and devices regulated by the FDA. The bill also restricts the use of animal-testing evidence to establish cosmetic safety and mandates the FDA to develop a strategic plan promoting non-animal testing methods. Finally, it regulates consumer labeling to prevent misleading claims about product safety.
