The Investing in Cures Before Missiles Act (ICBM Act) redirects funds intended for defense programs towards medical research. Specifically, it proposes transferring $1 billion from the Department of Defense’s ground-based strategic deterrent program to the National Institute of Allergy and Infectious Diseases for a universal coronavirus vaccine research. Similarly, it redirects funds from the National Nuclear Security Administration’s W87-1 warhead modification program to the Centers for Disease Control and Prevention for infectious disease research. The bill also prohibits funding for the ground-based deterrent and W87-1 programs and mandates a study by the National Academy of Sciences to assess extending the life of Minuteman III missiles until 2050.
