The IGNITE HBCU, TCU, and MSI Excellence Act aims to improve facilities at historically Black colleges and universities (HBCUs), tribal colleges and universities, minority-serving institutions (MSIs), and graduate programs within those institutions. It establishes a grant program where the Department of Education will award funds for projects like building construction, renovations, and repairs, prioritizing institutions with the greatest need and limited fundraising capacity. Finally, it requires the Government Accountability Office to study the program’s implementation and the Department of Education to repay outstanding capital financing loans.
