The IGNITE HBCU Excellence Act aims to improve historically Black colleges and universities (HBCUs) and graduate programs at HBCUs by establishing a grant program. This program will provide funding for long-term improvements to campus facilities, including construction, renovation, and repairs, while prioritizing institutions with the greatest need and limited fundraising capacity. The grants must meet building codes and energy conservation standards, and encourage the procurement of contracts from small businesses owned by veterans. The program also includes requirements for technical assistance, repayment of capital financing loans, and a study by the Government Accountability Office.
