Bill overview
This bill, the CRP Flexibility Act, changes the Conservation Reserve Program (CRP) to allow farmers to harvest hay from land enrolled in the program during the primary nesting season. Currently, emergency haying is restricted to times outside of nesting season. The bill would enable farmers to request emergency haying if their county is experiencing a severe drought or other natural disaster, as determined by the USDA and state technical committees, allowing them to mitigate losses and respond to emergencies without permanently harming the land.
