The Safe Connections Act of 2022 aims to improve communication access for survivors of domestic violence, human trafficking, and related crimes. It requires mobile service providers to separate a survivor’s line from an abuser’s line upon request, with certain safeguards in place. The bill also expands access to federally subsidized communication services for survivors facing financial hardship and directs the FCC to create rules around these requests, including rules to omit calls to domestic violence hotlines from consumer-facing logs while retaining those records internally. Finally, it provides liability protection for providers complying with the law.
