Bill overview
The Homeland and Cyber Threat Act (HACT Act) allows U.S. citizens to sue foreign governments in U.S. courts for damages resulting from cyberattacks targeting U.S. nationals. Specifically, it removes immunity for foreign states in cases involving unauthorized access to computers or data, the transmission of malicious code, or the dissemination of stolen information. This legislation aims to provide a legal avenue for individuals harmed by cyberattacks perpetrated by foreign governments. The law applies to lawsuits filed on or after its enactment.
