The Ocean Regional Opportunity and Innovation Act of 2022 aims to strengthen coastal communities and the ocean economy by establishing ‘Ocean Innovation Clusters.’ These clusters, designated by the Secretary of Commerce, will be hubs for collaboration between businesses, academic institutions, and government agencies to promote technological research, job training, and sustainable growth within the ‘Blue Economy.’ The bill also directs the creation of physical spaces, called ‘Ocean Innovation Centers,’ to support these clusters and provides grants to help them operate and develop.
