This bill, the Protecting Life and Integrity in Research Act of 2021, prohibits the Department of Health and Human Services (HHS) from conducting or supporting research that uses human fetal tissue obtained from induced abortions. It also restricts HHS from soliciting or accepting donations of such tissue, except for autopsy or burial purposes. The legislation modifies existing law to clarify that HHS can still develop cell lines for vaccine production, but not from tissue obtained through abortion. It also changes the definition of fetal tissue and shifts the focus of HHS research to encompass all fetal tissue research.
