The Zero-Baseline Budget Act of 2021 aims to fundamentally change how Congress projects future discretionary spending. Currently, the Congressional Budget Office (CBO) uses certain adjustments, like inflation and expiring contracts, to estimate baseline spending levels. This bill eliminates these automatic adjustments, creating a ‘zero-baseline’ projection that starts from current spending levels without incorporating these factors. This would result in a lower projected amount for discretionary spending.
