Bill overview
The BUILD Act increases the amount of tax-exempt bonds that can be used to finance highway and surface freight transfer facilities. Specifically, it raises the national limit from $15 billion to $30 billion. Additionally, the bill requires that projects funded by these bonds adhere to the Davis-Bacon Act’s prevailing wage requirements, ensuring workers are paid prevailing wages for similar work in the area.
