Bill overview
This bill, known as the SPF Act, would permanently eliminate the practice of changing clocks for Daylight Saving Time. It amends the Uniform Time Act to set November 1st as the permanent standard time for all time zones in the United States. The bill effectively keeps clocks on “standard time” year-round, shifting the start of daylight saving time to the first Sunday in November 2021.
