Bill overview
This bill, the Orland Project Transfer Act, allows the Bureau of Reclamation to transfer ownership and water rights of the Orland Project in California to a qualified local public agency. The transfer includes the Stony Gorge Dam, project facilities (excluding the dam), the irrigation distribution system, and associated land. Prior to each transfer, the agency must consult with the California Department of Water Resources and address any dam safety issues, with proceeds from Stony Gorge Dam sales dedicated to safety improvements. The bill also clarifies liability and outlines requirements for future operations and contracts.
