This bill, the Reopening to address Every COmplete Record request for Devoted Servicemembers Act of 2021, directs the Archivist of the United States to address significant backlogs in record requests handled by the National Personnel Records Center. The Archivist must restore staffing levels to pre-March 2020 levels and ensure a sufficient number of employees are working in person. Furthermore, the Archivist is required to submit a detailed plan to Congress outlining strategies to reduce the backlog, set measurable goals, and prevent future delays, with regular updates provided to track progress.
