Bill overview
This bill, the COLA’s Don’t Count Act of 2021, changes how the Supplemental Nutrition Assistance Program (SNAP) determines eligibility and benefits. Specifically, it excludes income received from cost-of-living adjustments (COLAs) made under Social Security titles II and XVI, as well as supplementary payments under section 1616 of the Social Security Act, from being counted as household income. This means that individuals receiving these adjustments may be eligible for or receive a higher amount of SNAP benefits. The changes will go into effect on October 1, 2021.
