Bill overview
The No Pay for Congressional Recklessness Act aims to limit congressional spending during periods when Congress hasn't approved full funding for the government. Specifically, it prohibits the use of federal funds for travel by members of Congress and executive branch employees while a continuing resolution is in effect. Furthermore, it reduces congressional salaries by 1% for each day a continuing resolution is active, and during the 117th Congress, it holds congressional salaries in escrow, releasing them only when the continuing resolution ends. This legislation seeks to discourage Congress from relying on continuing resolutions to avoid budget decisions.
