Bill overview
The REFINE Act aims to strengthen U.S. energy independence and security by limiting the sale and export of petroleum products from the Strategic Petroleum Reserve (SPR). Specifically, it prohibits exports to countries subject to U.S. arms embargoes or designated as state sponsors of terrorism, including entities owned by China. The bill also requires the Department of Energy to develop a plan to increase domestic oil and gas production on federal lands and directs the President to rescind a previous executive order focused on climate change regulations, while also instructing federal agencies to reduce regulatory burdens on energy producers.
