The Lifeline Act allows state, territorial, tribal, and local governments to use funds from the State and Local Fiscal Recovery Funds to finance low-income housing projects. Specifically, it enables loans for projects utilizing the Low-Income Housing Tax Credit (LIHTC) program, with loan maturities of 30 years or more, and obligations by December 31, 2024. Funds returned from these loans must be used to further support affordable housing initiatives.
