Bill overview
This bill changes how semipostal stamps are issued in the United States. Currently, the U.S. Postal Service decides which causes to support with these stamps. This legislation requires Congress to authorize the issuance of semipostal stamps for specific purposes, limiting the Postal Service’s discretion. It also clarifies that entities other than government agencies can receive funds generated from the sale of these stamps, and mandates the Postal Service to establish regulations for managing associated administrative costs.
