The Corey Jones Act amends the Community Oriented Policing Services (COPS) grant program to require law enforcement agencies to certify that they do not allow officers to conduct routine traffic stops while in plainclothes or in unmarked vehicles. This legislation is prompted by the death of Corey Jones, who was fatally shot by a plainclothes officer in an unmarked vehicle. The bill also establishes a process for civil lawsuits against officers and agencies found to have violated these certification requirements and mandates a report to Congress on such incidents.
