Bill overview
This bill aims to prevent the United States from using its federal funds to support research on potentially dangerous pathogens conducted by certain foreign adversaries. Specifically, it prohibits funding for ‘gain-of-function’ research – research that could increase a pathogen’s ability to cause disease in humans – performed by China, Russia, Iran, North Korea, and any other country deemed a foreign adversary by the Secretary of State. If an entity is found to have violated this prohibition, they would be barred from receiving future federal funding for five years.
