This bill, the Cutting Unnecessary Regulatory Burdens Act, aims to reduce the number of regulations created by federal agencies. It requires agencies to repeal at least two existing rules before enacting a new, significant rule (a ‘major rule’). The bill also limits agencies from issuing major rules that cost more than the rules they are repealing, unless legally mandated or approved by the Office of Management and Budget. Certain rules, such as those related to the military, national security, and foreign affairs, are exempt from this requirement.
