This bill changes how health insurers calculate their ‘medical loss ratio’ – the percentage of premium dollars spent on patient care versus administrative costs and marketing. It requires insurers to include spending on activities that address social determinants of health, such as housing, food security, and access to transportation, when calculating this ratio. The goal is to encourage insurers to invest in programs that improve health outcomes by addressing the factors outside of a doctor’s office that impact a person’s health. The changes will take effect for plan years starting January 1, 2024.
