Bill overview
The Supply Chain Emergency Response Act aims to alleviate congestion at ports along the western seaboard of the United States by providing financial incentives for cargo vessel owners to reroute their ships through the Panama Canal to ports on the Gulf of Mexico and the eastern seaboard. The program, administered by the Maritime Administration, will offer grants to cover toll costs associated with these reroutings, subject to eligibility requirements and restrictions on funding sources. Additionally, the bill allows states and localities to utilize COVID-19 relief funds to offset the costs associated with these vessel redirections.
