Bill overview
The Campus Free Speech Restoration Act aims to protect students’ First Amendment rights on college campuses. It prohibits public colleges receiving federal student aid from restricting noncommercial expressive activities in accessible outdoor areas and prevents them from receiving federal funds if they maintain policies that infringe on these rights. The bill also requires private colleges receiving federal funds to be transparent about their speech policies and establishes a process for investigating and addressing complaints about restrictive speech policies. Furthermore, it includes provisions to ensure that institutions comply with First Amendment protections and provides a framework for restoring eligibility for federal funding if policies are found to be in violation.
