Bill overview
The College Athlete Right To Organize Act aims to grant college athletes the same collective bargaining rights as other employees. It amends the National Labor Relations Act to define college athletes as employees if they receive compensation for participating in intercollegiate sports and to include public colleges as employers. The National Labor Relations Board (NLRB) would have jurisdiction over these athletes, and the bill prohibits agreements that would prevent them from collectively bargaining. This legislation seeks to address what advocates see as exploitative labor practices by the NCAA and its member institutions.
