The FAUCI Act restricts U.S. federal funding to laboratories and research institutions in China for ‘gain-of-function’ research, which involves enhancing the potential of dangerous pathogens. It also establishes penalties for officials within the National Institutes of Health who intentionally mislead Congress about such funding. Furthermore, the bill requires a comprehensive report assessing the U.S.’s ability to monitor Chinese gain-of-function research, potential risks and benefits of cooperation, and recommendations regarding future funding decisions. A presidential waiver is possible for national security reasons.
