This bill, the Prioritizing Readiness and Competitiveness Act (PRC Act), redirects funds previously allocated for activities in Afghanistan to bolster the U.S. defense industrial base and technological innovation. Specifically, it rescinds unspent money intended for maintaining security forces, diplomatic personnel, combating corruption, and reintegration efforts in Afghanistan. These funds will be transferred to the Department of Defense to support domestic manufacturing, Navy shipbuilding, and research and development, particularly in areas like artificial intelligence and advanced materials, to enhance the U.S.’s strategic technological advantage against China.
