The Small Passenger Vessel Liability Fairness Act of 2021 aims to improve liability rules for owners of small passenger vessels. It amends maritime law to require owners or operators of these vessels to provide just compensation in cases where they are found liable for accidents. The bill also retroactively applies these changes to September 2, 2019, the date of the Conception boat fire, and establishes a process for the Coast Guard to create specific rules regarding liability for these vessels.
