The No Budget, No Pay Act aims to ensure that Members of Congress only receive their salaries if Congress has approved a budget resolution and all regular appropriations bills for the fiscal year. Specifically, it prohibits Members from receiving pay after October 1st of a fiscal year if these requirements haven't been met, and prevents retroactive pay for such periods.
